West Humboldt Park Special Service Area 

The SSA #63 District encompasses the main portion of the Chicago Avenue commercial corridor, a  roughly one-mile stretch of property along Chicago Avenue between Albany Avenue on the East and Karlov Avenue on the West.

Special Service Areas, known as Business Improvement Districts or BIDs in other cities, are local tax districts that fund expanded services and programs through a localized property tax levy within contiguous areas. The enhanced services and programs are in addition to those currently provided through the City.

SSA-funded projects typically include but are not limited to: public way maintenance and beautification; district marketing and advertising; business retention/attraction, special events and promotional activities; auto and bike transit; security; façade improvements; and other commercial and economic development initiatives. 

The major focus for 2014 and 2015 was on public way maintenance and beautification, security, and arts projects/placemaking.  Sidewalk clean up twice per week by Cleanslate.  Security services on a rotating schedule.  Forty-five banners were installed on light poles promoting businesses and organizations.

In October 2015 the Chicago Avenue Mural Project was installed at Chicago Avenue & St Louis Avenue.  The Chicago Avenue Mural Project was created to shield vacant lots, beautify the corridor, promote inspiring messages, and create a sense of place. The West Humboldt Park Special Service Area #63 envisioned the project which was brought to fruition by archi-treasures, a community development arts organization.  See photos of the project here.

In 2016 a Facade Rebate Program was offered for the first time.  The Façade Rebate Program is designed to help commercial property owners and tenants within SSA #63 beautify the façade of their buildings by providing a rebate of up to $5,000 for each eligible project. The program may be used for exterior work including new windows, doors, paint, awnings, tuck pointing and other improvements made in order to improve the image and perception of the business corridor. Business and property owners are encouraged to remove exterior storefront security gates.
